Onze organisaties argumenteren al lang dat dergelijke belastingen een praktische manier vormen om inkomsten te genereren die nodig zijn om de tekorten in de nationale en internationale financiering op te vullen en om financiële speculatie op korte termijn met weinig maatschappelijke waarde en hoge risico’s voor de economie te ontmoedigen. Bovendien kunnen dergelijke taksen ook dienen als broodnodige en duurzame bron van financiering voor gezondheid en ontwikkeling.

De voorbije maanden kon de belasting op financiële transacties rekenen op nieuwe steun uit soms onverwachte hoek. Diverse ontwikkelingen hebben mee een stevige grondslag gelegd om de overstap te maken van het bespreken van opties naar een daadwerkelijke uitvoering:

IMF-onderzoek in opdracht van de G-20 erkent technische haalbaarheid van belastingen op financiële transacties
 
Tijdens de top van 2009 in Pittsburgh vroeg de G-20 het Internationaal Monetair Fonds (IMF) een rapport voor te bereiden over diverse opties om de financiële sector te belasten. Hoewel het IMF-rapport dat in juni 2010 werd afgeleverd, de voorkeur gaf aan een alternatieve benadering (en slechts 3 van de 74 pagina’s aan FTT’s besteedde), bevestigde het wel dat die optie administratief haalbaar is.ⁱ Een volgende technische nota van het IMF wees erop dat de meeste G20-landen al de een of andere vorm van transactietaks hebben ingevoerd en leverde nuttige informatie over manieren om de belasting uit te werken om ze zo doeltreffend mogelijk te maken. De nota bevestigde ook dat dergelijke taksen aanzienlijke inkomsten kunnen opleveren.ⁱⁱ
 
Rapport van de ‘Leading Group on Innovative Financing’ steunt één vorm van belasting op financiële transacties
 
In juli 2010 bevestigde een groep van internationale financiële deskundigen dat het haalbaar is om financiële transacties te belasten om op die manier de internationale beloften aan ontwikkelingslanden op het vlak van gezondheid en ontwikkeling te financieren.
 
De deskundigen hadden de opdracht gekregen om een haalbaarheidsstudie op te stellen voor een groep van 12 regeringen — Duitsland, het Verenigd Koninkrijk, Japan, Frankrijk, België, Zui-Korea, Noorwegen, Senegal, Brazilië, Spanje, Oostenrijk en Chili. Die landen maken deel uit van de ‘Leading Group on Innovative Financing for Development’, die bestaat uit 60 landen (waaronder 75 procent van de lidstaten van de G20). In hun rapport stellen de deskundigen dat transacties in buitenlandse valuta tussen banken de gemakkelijkste optie vormen voor het innen van een solidariteitsbelasting. Zij berekenden dat een uitermate kleine belasting van slechts 0,005% op dergelijke transacties 33 miljard dollar per jaar zou opleveren.ⁱⁱⁱ
 
Europese Unie en ‘High-level Advisory Group on Climate Change Financing’ van de VN nemen FTT in overweging
 
Na de steun die het Europees Parlement eerder dit jaar uitsprak, overweegt de Europese Commissie intussen een belasting op financiële transacties (FTT) op Europees niveau in te voeren. Een rapport van de Europese Commissie stelt dat een FTT, afhankelijk van het tarief en de reikwijdte, mogelijk meer dan 700 miljard euro per jaar zou kunnen opleveren.^iv
 
De FTT staat ook op de agenda bij de ‘High Level Advisory Group’ van de algemeen secretaris van de Verenigde Naties over de financiering van maatregelen tegen de klimaatverandering (AGF). Die groep van staatshoofden, topambtenaren van ministeries en centrale banken en andere financiële experts, zal normaal de eerstkomende dagen een rapport publiceren over opties voor de financiering van maatregelen om de klimaatverandering aan te pakken.
 
Belastingen op financiële transacties zijn steeds dringender nodig

FTT’s zijn een van de weinige mogelijke opties die de enorme hoeveelheid financiële middelen zouden kunnen opleveren die nodig zijn om de aanhoudende kosten van de wereldwijde financiële en economische crisis te betalen, en daarmee ook het onaanvaardbaar grote verlies aan arbeidsplaatsen te beperken, en om in de ontwikkelingslanden essentiële doelstellingen op het vlak van ontwikkeling, gezondheid, onderwijs en klimaatverandering te bereiken.

Op die manier zou het mogelijk zijn om verscheidene honderden miljarden dollar aan inkomsten te benutten die nu onaangeroerd blijven. Die nieuwe financiering is nodig naast de officiële ontwikkelingshulp om de Millenniumdoelstellingen voor Ontwikkeling te verwezenlijken.
 
De alternatieve belasting van de financiële sector die het IMF voorstelt, zou veel te weinig opleveren in vergelijking met wat nodig is. Bovendien bieden de FTT’s het mogelijke voordeel dat ze de stabiliteit op de markt kunnen verbeteren en ook dat is heel belangrijk, omdat de wereld zich steeds meer bewust is van de gevaren van ‘automated high-frequency trading’ – de razendsnelle handel via superkrachtige computers – die steeds meer gaat overheersen op de financiële markten. Zelfs een transactietaks tegen een uiterst laag tarief zou toch dergelijke speculatieve activiteiten minder aantrekkelijk maken.

Tijdens de recente top van de Verenigde Naties (VN) over de Millenniumdoelstellingen voor Ontwikkeling deed de Franse president Nicolas Sarkozy de bijzonder welgekomen belofte dat hij tijdens zijn mandaat als voorzitter van de G-20 in 2011 zou aandringen op een internationaal akkoord over FTT’s. Maar er is geen enkele reden om tot dan te wachten. Wij vragen dat de G-20 al in Seoel actie begint te ondernemen in verband met dit cruciale onderwerp.
